Our customer is a Silicon Valley-based company that is engaged in researching emerging technologies.
We are seeking a contract Technical Program Manager (Bilingual) to help support our customer's business needs. This role is on-site in Mountain View, CA.

We are looking for a Technical Program Manager to drive complex, high-visibility security programs from planning through delivery. The TPM will own aggressive schedules across multiple workstreams, build the processes that keep them on track, and align stakeholders from engineering to executive leadership. This role calls for strong analytical and problem-solving skills, clear communication, and the ability to influence business and technical leaders without direct authority. Above all, we want someone who is passionate about shipping quality products on time.
Responsibilities:
- Lead technology integration projects with Client's global teams, ensuring high-quality, on-time delivery
- Identify and engage stakeholders across product management, software engineering, and executive leadership in multiple geographies
- Define program scope, goals, and deliverables in alignment with Samsung business objectives
- Develop and manage program schedules, milestones, and deliverables, and track progress against commitments
- Proactively manage changes in scope, identify risks and issues early, and drive contingency planning
- Communicate program status on a regular cadence through structured status reports, dashboards, and executive presentations
- Represent the urgency of issues accurately and escalate through the appropriate channels
- Establish and refine program management processes that improve planning, execution, and delivery across the security portfolio
- Fluency in English and Korean
- Proficiency with JIRA, Confluence, wiki tools, and the MS Office suite
- 5 to 7 years of program and project management experience at high-tech companies.
- Overqualified (candidates with over 15+ years of experience) would not fit and work for this position.
- Need some exposure in technical areas and experiences in software engineering, including project management experiences in Software Lifecycle Process Management.
- Must be able to work onsite in Mountain View, CA 5 days/week. No remote or hybrid schedule options.
- Must be able to start onsite within 2 weeks of offer.
Desired Skills and Experience
- Bachelor’s degree in computer science or a related field, or equivalent experience
- Full command of the end-to-end product lifecycle, from concept through development and launch
- Strong ability to create and present professional documentation and executive-ready presentations
- Effective communication across disparate organizational structures and multiple management levels
- Proven ability to facilitate collaboration across functions, departments, and levels, serving as a role model for teamwork
- Demonstrated success prioritizing and managing multiple responsibilities in ambiguous, rapidly changing environments
- Experience with mobile device products, ideally including Android Enterprise and the Android technology stack (kernel, framework, and application layers)
- Track record of delivering mobile solutions with technology partners of all sizes across multiple stakeholder teams
